"The proposed law would pull American troops stationed in Iraq out of the Middle East within six months, and it would withdraw defense contractors working for the U.S. from Iraq over the same period.
It would cap at 500 the number of government workers assigned to the U.S. Embassy in Baghdad, ban long-term U.S. military installations and spend $500 million to tear down American fortresses there.
The law would compensate Iraqi civilians killed, injured or financially harmed by the U.S. military since the war began nearly four years ago withup to $10,000 apiece.
And it would earmark $3.5 billion to rebuild the country, its professional workforce, its cultural heritage and its health care system." (source)
