J.P. Morgan Chase received $25 billion in bailout funds and David Harmer walked away with a golden parachute of almost $160,000. Then, he collected over $7,000 in unemployment benefits.
Now David Harmer is looking once more to his former employer for a bailout. Just days ago, he accepted a $5,000 contribution from J.P. Morgan Chase to fund the final days of his campaign.

The House has a long history of creating Select Committees focused on crucial issues. "Today, the Healthy Communities Water Supply Act of 2007, authored by Rep. Jerry McNerney (CA-11) and sponsored by Rep. Ellen Tauscher (CA-10), passed the House by a vote of 369 to 55.

The Healthy Communities Water Supply Act of 2007 will authorize $125 million in funding for projects that increase usable water supply by encouraging innovation in water reclamation, reuse, and conservation. The bill provides funding for a grant program that requires a fifty percent local funding match.

“This bill authorizes funds to develop alternative sources of clean drinking water, as well as water for agricultural and industrial purposes,” Rep. "At a projected five-year cost of $86 million in grants, House Resolution 700 isn’t a biggie, but it is significant that McNerney, whose 11th District runs from the Delta to Santa Clara County, would co-author it with a neighbor, Rep. Some of McNerney’s constituents are supplied with fresh Delta water through the Tracy pumping plant, while others depend on the tributaries that flow from the Sierra for their agricultural and recreational livelihoods. "Congressman Jerry McNerney and a handful of other representatives will introduce a bill to the House of Representatives on Monday that would force the federal government to lead the charge against global warming.

The so-called Progress Act suggests the government double its commitment to use and research cleaner fuels for its fleet of 630,000 vehicles, with a focus on hydrogen and fuel cell work, plug-in electric hybrids and advanced diesel and variable compression engines.

Such massive federal investment would result in the “widespread availability of technologies that can double the current average vehicle efficiency,” according to McNerney’s office.

The bill would also establish the first commission to bring government, industry and academic leaders together to discuss energy alternatives. The commission would then pass its recommendations to Congress. "Jerry McNerney learned something he didn’t expect Saturday morning — at lest one constituent is fed up with roadside litter.

“I’ve noticed that myself (crossing the Altamont),” the first-term congressman said.McNerney was in Manteca Saturday morning listening to constituents at the Main Street Cafe as part of his Congressman at Your Corner series of informal meetings.

While roadside litter may not be a federal issue or rate up there in importance with the Iraq War or alternative fuels, McNerney said that is exactly what he wanted to hear.

“I’m excited about having the chance for people to share their concerns,” McNerney said.

Over two dozen people chatted with the congressman during the hour-long gathering. Issues they brought up ranged from worker’s compensation, health care, and veterans issues to immigration — all staples on a typical congressman’s plate." (source)

"Here's our advice to lobbyist Richard Pombo of Tracy: Don't run for political office again.

No sooner had the 109th Congress adjourned than Pombo was hired by Pac/West Communications, an Oregon-based lobbying and public relations firm that represents many of the same interests for which Pombo advocated so intensely as chairman of the House Resources Committee.

Pac/West no doubt will compensate Pombo well. His interests mesh with much of what the lobbying group is promoting.

However, after being paid to advocate for these special interests, it's hard to imagine Pombo ever successfully lobbying voters on his own behalf in the future.

Jerry McNerney: Why supporting the troops means opposing the President

"Last week, I joined with my colleagues, both Republicans and Democrats, in casting a vote against President Bush's proposal to escalate the war in Iraq. I did so because it is my duty to do everything I can to bring about a responsible end to the violence and make sure our troops have the support they need.

Recently, the Washington Post reported that the Marine Corps and Army brigades that the president proposes to send to Iraq don't have enough advanced armor kits for Humvees. These "up-armored"' Humvees offer our troops the best protection against the roadside bombs that have caused so many of the casualties in Iraq. In addition, reports also show shortages of trucks and other crucial equipment such as jamming devices and radios. Lodging and logistical support is also reportedly in short supply.

This demonstrates the severely misguided nature of the president's proposal. A plan for military action must include necessary resources to achieve the objective. The president's plan doesn't do that. Another critical consideration is the impact the dispatch of an additional 21,500 combat soldiers -- along with thousands of support personnel -- will have on our military.

Already, our ability to meet future challenges is strained. Deploying additional troops will significantly hinder our ability to effectively wage the global war on terrorism. In fact, it is the global terrorist threat that still must be addressed in a comprehensive way." (source)

Tracy Press: Iraq occupation ‘misguided’

"Congressman Jerry McNerney, a California Democrat from the 11th District, voted to support a symbolic Democratic resolution Friday that opposes troop increases and calls the occupation of Iraq “misguided and badly managed.”

McNerney supports a public timetable for withdrawal, even though he said he is worried about the effect of pulling U.S. troops out of Iraq. He said that Iraqi police and military forces, if trained properly, could quell the country’s violence without the presence of U.S. troops.

But the itch to re-enter the policy wars over land rights, endangered species, mining, oil drilling, farming and fishing was too strong.

Pombo took a job last week with the Oregon-based lobby shop Pac/West Communications, a group that had fought along with him over the years.

Carl Pope: Just When You Thought It Was Safe

"Richard Pombo has moved on to a more appropriate line of work; he has become a lobbyist for a firm that specializes in representing the Neanderthals of the American economy -- companies that make their profits from irresponsible exploitation of natural resources, not the innovative deployment of human skill and technology.

The firm in question, Pac/West, is based in Oregon, but Pombo will be representing it in California. Pac/West Communications last year won a $3 million contract with the state of Alaska to coordinate a campaign for opening the Arctic National Wildlife Refuge to oil exploration -- something Pombo of course supported.

The company's President, Paul Phillips, understandably has a soft spot for the kind of ethical challenges Pombo consistently ran into in his political career. In 1990, while in the Oregon legislature, Phillips was fined $17,000 for soliciting employment from Nike from his legislative office. He later served as Nike community affairs director.

Pombo has followed a similar trajectory with Pac/West. A year ago Environment Science and Technology reported that Pombo had close ties to Pac/West. Pac/West created the sham Save our Species Coalition that fronted for Pombo's bill to gut the Endangered Species Act. It hired Steve Quarles, the DC lobbyist who wrote that bill, then created an "astro-turf" program to make it appear that Pombo enjoyed public support for his efforts to endanger wildlife. For his part, Pombo urged industry contacts to support Pac/West. And, in August 2005, Pac/West returned the favor by hosting a fund-raiser for Pombo in Wilsonville, Ore., where the firm is headquartered. Paul Phillips donated $1000 to Pombo's campaign. Members listed on IRS documents as directors for Project Protect, another PacWest front group, donated an additional $3000." (source)

Pombo Ally, Tom Delay Has A Conspiracy Theory...

Pombo's old buddy, Tom Delay says George Soros and Hillary Clinton beat Richard Pombo.

Apparently the two of them were the one's knocking on doors, making phone calls, and getting out the vote. They must have cast all of the one-hundred and ten-thousand votes for McNerney. Clinton and Soros had to have been what forced the Republican Party to adopt a culture of corruption that pushed away even their own base. They probably also forced the neo-cons in the White House to push for war with Iraq which turned public opinion completely away from the GOP. It's also they're fault that Pombo ran a wasteful campaign, wasted tax-payer money (quite often), and was beholden to corporate special interests.

Of course this is not really new. Last December, Delay said the same thing:

Reports show about $200,000 spent to endorse Tracy pro-growth candidate

"In the race for Tracy's first new mayor in more than a decade, a Sacramento-based political action committee poured in more money than both candidates spent running for the city office.
Not only has the amount of money spent raised some eyebrows, but so have some irregularities on the documents filed with the city Jan. 29.
HAT PAC, which has ties to local developers and former U.S. Rep. Richard Pombo, spent more than $200,000 in October to help Tracy Mayor Brent Ives defeat slow-growth activist Celeste Garamendi, according to campaign finance reports.

Ives, whose own campaign spent about $40,000 on the election, defeated Garamendi by 1,600 votes, slightly more than 10 percent of the ballots cast in a race that brought the city's polarized viewpoints on growth to the surface.

Today, Congressman Jerry McNerney is introducing his first bill -- the Healthy Communities Water Supply Act of 2007 -- along with Rep. Ellen Tauscher. The bill will authorize $125 million in funding for projects that increase usable water supply by encouraging innovation in water reclamation, reuse, and conservation.

“Right now, parts of California are poised to break records for the driest January ever,” Rep. McNerney said in a press release. “Not only that, but increasing global temperatures will have an impact on the melting snowpack that provides water for much of California. This bill authorizes funds to develop alternative sources of clean drinking water, as well as water for agricultural and industrial purposes.”

According to the press release, the Healthy Communities Water Supply Act of 2007 "amends the Federal Water Pollution Control Act to authorize alternative water source projects. Importantly, it will provide a necessary source of funding for ideas like aquifer storage and retrieval and membrane filtering technologies that have the potential to greatly increase our ability to use water more effectively and efficiently."

"A bipartisan majority of Americans strongly supports the bills that whisked through the House in the first days of the Democrat-controlled Congress, but many remain uncertain about where the party wants to lead the nation, a Los Angeles Times/Bloomberg poll has found.

Approval of Congress has increased since the midterm election ousted Republicans from their House and Senate majorities, and Democrats are viewed in a more positive light after two weeks in power, according to the survey.

The most popular item was the push to increase the federal minimum wage, which under the House bill would rise over two years to $7.25 an hour from $5.15. The increase was supported by 81 percent of those surveyed--including 66 percent of the self-described conservatives.

The good news is that I was just appointed to the House Science and Technology Committee as well as the Veterans' Affairs Committee -- in addition to my previous appointment to the Transportation and Infrastructure Committee.

As a new member of these important bodies in Congress, I am thrilled to be sinking my teeth into some of the most important issues facing our nation and our district. In these committees, I will be able to research renewable and new energy technology initiatives, explore the impact of our climate crisis, and make sure our veterans are treated with dignity and respect on their return home from serving our country. "Good morning and Happy New Year. This is Congressman-elect Jerry McNerney of Pleasanton, California, a new Member in the 110th Congress.

"As we move into the New Year and the new Congress, I am excited about what we can achieve for the American people. In this election, the American people clearly called for change: change in the way we do business in Washington, change in the way that we shape our energy policy, and most importantly, a change of direction in Iraq.

"As our first responsibility in fulfilling the mandate of this critical election, House Democrats will restore integrity and civility in Washington in order to earn the public trust.

"We will ban gifts from lobbyists and lobbyist-funded travel, prohibit the use of corporate jets, and shut down the revolving door between Capitol Hill and K Street Lobbyists. We will restore the House tradition of allowing a reasonable 15-minute voting period to prevent extended votes, and we will require that Congress put away the credit card and operate under a pay-as-you- go common sense budget rules. We will hold Members of Congress accountable to the people who voted them into office, not lobbyists and special interests.

"Our heavy dependence on foreign oil is putting our economy, our climate, and our national security at great risk. We are actually funding the very terrorists around the world who are trying to harm us. It's our patriotic duty as citizens of this great nation to end our dependence on imported oil. Democrats will quickly and significantly reduce our consumption of foreign oil while creating jobs, prosperity, and a healthy environment with a new energy technology, including renewable energy and bio-fuels.

"Most of the technologies needed to reshape our energy future are already at hand; what has been lacking is the political will to develop and expand their use. Democrats have a vision of creating a new energy economy using good old-fashioned American ingenuity to achieve energy independence. New American jobs and a bright future will be the dividend.

"Democrats will also lead the way for a new direction in Iraq. My son was in the military when he convinced me to run for office, and we continue to keep our soldiers and their families in our prayers. But our troops need more than our well-wishes, and our veterans need more than lip service; we need a change in policy, as confirmed by the Iraq Study Group report released earlier this month.

"I share the concern of my Democratic colleagues that President Bush may use his same failed logic to increase our troop strength in Iraq by up to 30,000 soldiers. The incoming chairman of the House Armed Services Committee, Ike Skelton, has said that an increase in troops at best won't change a thing, and at worst could exacerbate the situation even further in Iraq.

"The Iraqis need to understand that the responsibility for the future of that country is theirs. Beginning the redeployment of American forces would send that message. We must also improve the training of Iraq security forces by ensuring that Iraqi units are not infiltrated by either militia members or insurgents. The consequences of not doing so are unacceptable. In my district there is a Gold Star mom whose son was killed in Iraq by the very Iraqis he was training. He and his mom are always in my thoughts. We simply can not ask our young men and women to train Iraqis without doing everything possible to make certain that the people they are training are not attacking our troops.

"Our troops have done everything asked of them in Iraq with great courage. Particularly at this time of the year, when families gather to celebrate the holiday season, we need to remember the huge sacrifices being made by the brave men and women in our military, and give thanks for their service.

By the June primary, Pombo found himself with a formidable opponent in carpetbagger Pete McCloskey, a Democrat in Republican clothing. McCloskey, 79, moved to Lodi just to run against Pombo.

"Controversial Tracy Congressman Richard Pombo lost the fight for his seat in the 11th Congressional District, after 14 years in power saw him elevated to chair the powerful House Resources Committee. His electoral collapse began when fellow Republican Pete McCloskey challenged Pombo for the Republican nomination.

After Pombo won the June primary, both McCloskey and fellow Republican challenger Tom Benigno of Tracy threw their support behind Democratic challenger Jerry McNerney, a wind-energy consultant out of Pleasanton. Environmental groups also helped lead the campaign against Pombo.

The GOP did what it could to support the local congressman, including visits by President Bush and Vice President Dick Cheney. McNerney earned a visit for President Bill Clinton.

Rep. Nick Rahall of West Virginia wants to change the Committee on Resources back to the Committee on Natural Resources, the name it had before Republicans took over the House in 1994. Democrats won a majority in November and will be in control when a new Congress convenes next month.

California’s 11th (Democratic wind turbine company owner Jerry McNerney unseated Republican Rep. Richard W. Pombo, 53.2 percent to 46.8 percent)

"McNerney garnered just 40 percent of the vote in a 2004 challenge to Pombo, and began his rematch bid this year as a distinct underdog in this Republican-leaning district located largely in the state’s Central Valley. In fact, national Democratic recruiters favored another candidate, whom McNerney nonetheless defeated in the June 6 primary.

McNerney, though, drew heavily on the national Democratic theme of a Republican Party “culture of corruption.” He criticized past campaign donations Pombo received from lobbyist Abramoff and accused the incumbent of unethical relationships with developers as House Resources Committee chairman.

They seem to think hunger in America should be swept under the rug with an Orwellian name change rather than change policy based on the facts.

"This is not what Rep. Richard Pombo expected to be doing in the weeks after the election.

He's packing up his congressional office. His wife, Annette, is moving personal items from their townhouse on Capitol Hill. He's preparing to hand his gavel as chairman of the House Resources Committee to a Democrat. His staff will soon turn over files to the man who stunned the political world by beating him, wind engineer and political neophyte Jerry McNerney.

Pombo also complained that by informing voters about his corruption and extremism his opponents were somehow suppressing the vote. He didn't mention the actual voter suppression that the his campaign and the NRCC were doing on his behalf with harassing robo-calls, misleading mailers and fliers sent to Democrats on everything from middle-class issues to energy policy, the intimidating emails he sent to McCloskey supporters during the primary or any of the other voter suppression and dirty tricks that the Pombo campaign and the Republican Party used in their failed effort to save the corrupt incumbent from the wrath of his own constituents.

'06 Last Stand - Pombo also plans on trying to gut the Endangered Species Act on last time on his way out.

'08 Side Note - Hank Shaw of The Record is reporting, "Word on the street is that Assemblyman Greg Aghazarian, R-Stockton, is mulling whether to challenge Rep. Jerry McNerney, D-Pleasanton, in 2008."

Washington Post names Pombo's campaign one of the country's 10 worst

"University of Virginia political professor and national election analyst Larry Sabato today noted "momentum is firmly in McNerney's court" and predicted Jerry would tomorrow defeat incumbent Republican Richard Pombo. On Friday, the National Journal's Chuck Todd likewise foretold a McNerney win.

"As I meet with moms and dads, students and veterans, teachers, doctors, and farmers throughout the 11th Congressional district, I hear one message loud and clear" said McNerney. "Voters want a change. But George Bush and Richard Pombo are satisfied with the directions in which America and Iraq are headed. I want to take us in a new direction and work with Democrats and Republicans to help the people of California, not lobbyists in Washington."

Inspired by President Bill Clinton's visit to Stockton on Tuesday, 1,287 McNerney supporters on Saturday and Sunday contacted more than 35,000 voters throughout the 11th Congressional district. Since the start of October, McNerney's people-powered campaign has raised more than $1 million. Last week, McNerney began advertising on San Francisco radio and television stations and boosted his advertising on Sacramento stations. McNerney's latest television advertisement is titled " A New Direction for America."

The Stockton Record on Sunday reported that independent, unaffiliated voters in San Joaquin Valley, Pombo's traditional stronghold, are supporting Jerry McNerney by a 2-to-1 margin. The Record's survey follows last week's release of the first and only independent poll of the race, which showed McNerney ahead of Pombo by a 48 to 46 margin 'despite Constituent Dynamics' significant overpolling of self-identified Republicans and underpolling of self-identified Democrats.

The Washington Post last week ranked Pombo's operation as among the 10 worst-run incumbent campaigns in the country. As NBC 11 reported in October, Pombo for weeks refused media interviews and scheduled few public events. McNerney this weekend received several high profile endorsements. On Sunday, Robert Redford called voters on Jerry's behalf and Michael J Fox announced his support for Jerry. On Saturday, Robert Trent Jones Jr. canvassed with McNerney.

"Rep. Richard Pombo's refusal to investigate convicted lobbyist Jack Abramoff's lobbying on behalf of clients from the Northern Mariana Islands is the subject of one of the most creative and compelling television ads of the fall in the northern California district.

Entitled "Baker's Dozen," the ad begins by mentioning that Pombo has been named one of the thirteen most corrupt members of Congress by an independent watchdog group. Then it shows Pombo receiving campaign donations from Abramoff as a voice-over describes the human rights abuses widely reported on in the Northern Mariana Islands, over which Pombo's committee has jurisdiction. Both Pombo's and Abramoff's faces appear on animated muffins in the ad. It ends by demanding that Pombo launch an investigation.

The ad is being run by Campaign Money Watch, a campaign reform group that holds politicians accountable. It is slated to air for 12 days starting today in the 11th Congressional District.

"Pombo took thousands of dollars from Abramoff and his Mariana Islands clients," intones the announcer in the ad. "Then, when Pombo was asked to investigate child prostitution and forced abortions on the islands, Pombo refused."

"Richard Pombo needs to be held accountable for his inaction on serious human rights abuses, in apparent payback to lobbyists and campaign donors," commented David Donnelly, director of Campaign Money Watch. "Despite mounting evidence, he's refused to investigate anything to do with convicted lobbyist Jack Abramoff. Money may not buy everything, but perhaps it buys blinders for Pombo."

"Jerry McNerney today called on President George Bush to return to California and campaign on Richard Pombo's behalf. According to fundraising reports filed today with the Federal Election Commission, McNerney outraised Pombo during the first 18 days of October. McNerney collected more than $416,000, boosting his election cycle total to nearly $1.6 million. Pombo raised about $343,000 for the period, more than $50,000 less than he had purportedly received from an early October fundraiser with President Bush alone.

"Jerry McNerney is proud that small, individual contributions have helped his people-powered campaign outraise Richard Pombo's lobbyists and President Bush's friends," said McNerney communications director Yoni Cohen. "The latest fundraising reports and campaign emails show that Pombo desperately needs more of George Bush's help. Pombo this week sent an email noting he "desperately" needs assistance. McNerney's campaign continues to build momentum and has nearly $330,000 on hand.

Pombo was against it before he was for it

"The Jerry McNerney for Congress campaign today responded to a desperate incumbent's slanderous television advertisement. Attempting to avoid being held accountable for flip-flopping on warrantless wiretapping, Pombo is misrepresenting McNerney's position in a new television ad.

"In May, Pombo agreed with McNerney that current law provides law enforcement with the tools necessary to monitor terrorist communications and prevent future attacks," said McNerney communications director Yoni Cohen. "Pombo also agreed with McNerney that the government should not spy on American citizens without first obtaining a warrant. But in September, Pombo flip-flopped, embracing President Bush's unconstitutional attack on American liberties. California residents can't trust Pombo to keep his word. Why should they trust him with their vote?"

CLAIM: Pombo's vote for the Electronic Surveillance Modernization Act in September is consistent with his statement at a Republican forum in May. (Tracy Press, 10/12/06).

FACT: Pombo initially said law enforcement should monitor phone calls between suspected terrorists only after getting a warrant. In May, Pombo proclaimed: "I believe that when monitoring phone calls or amassing a list of where people call, even though it is specifically targeted at people that are believed to be associated with terrorist groups, that it does have to go through the normal process, that [intelligence officers] do have to get a warrant issued before they take advantage of having that opportunity." (Tracy Press, 10/12/06).

Four months later, Pombo voted to allow the government to spy on American citizens before obtaining a warrant. Pombo voted for the Electronic Surveillance Modernization Act, which in many circumstances would allow law enforcement to eavesdrop without a warrant for 90 days. In other circumstances, the legislation would enable the President to authorize electronic surveillance for up to one year without a court order.

CLAIM: "According to his own published answers to Vote Smart, McNerney would stop law enforcement from monitoring terrorist phone calls." (Pombo TV Ad, "Our Time")

FACT: McNerney would encourage law enforcement to monitor terrorist phone calls in a manner consistent with the Foreign Intelligence Surveillance Act. Thirty years ago, Congress enacted FISA to allow the government to conduct necessary surveillance of terrorists while protecting the Fourth Amendment right of ordinary Americans to be free from unreasonable searches and seizures. The government has submitted thousands of requests to the FISA court, virtually all of which have been expeditiously approved.

McNerney's position is consistent with his response(s) to an online questionnaire. McNerney had expressed opposition to "granting law enforcement agencies greater discretion to tap phones." This is consistent with his support for surveillance through the Foreign Intelligence Surveillance Act, which already allows law enforcement to monitor phone calls after obtaining a warrant. (The statute also provides a number of exceptions which permit the government to conduct surveillance without a warrant in emergency circumstances and to inform the court within several days of the fact).

Notably, Project Vote Smart prohibits the use of its name or survey in any negative partisan activity, including advertising. According to the organization's website, "Project Vote Smart does not permit the use of its name or programs in any negative campaign activity, including advertising, debates, and speeches" (Associated Press, 10/24/06).

FACT: George Bush and Richard Pombo looked the other way while North Korea developed and tested a nuclear weapon. The diplomatic, economic and military actions Bush and Pombo took failed to prevent North Korea from ejecting IAEA inspectors, withdrawing from the NPT, or producing enough plutonium to build four to six additional nuclear weapons.

Jerry McNerney believes North Korea is a dangerous threat and opposes North Korea's nuclear weapons program. McNerney wants the United States to "contain North Korea's nuclear program with diplomacy and economic sanctions, [but] would not rule out military options." (Tracy Press, 10/17/06).

Ironically, neither George Bush nor Richard Pombo supports the measure Pombo has criticized McNerney for supposedly opposing in an Internet questionnaire. McNerney files legal challenge; Misleading Pombo ad lacks necessary disclaimer

Jerry McNerney today challenged the legality of Richard Pombo's deceptive and desperate television advertisement. McNerney filed a formal complaint with the Federal Election Commission and advised each of the stations running the new advertisement that Pombo must now be charged the same rate as are non-political advertisers for the duration of the campaign.

Pombo's advertisement violates federal law. As recently amended by Congress, the Communications Act of 1934 requires a federal candidate who wishes to broadcast a television ad making a direct reference to another candidate for the same office to include at the end of the ad, for at least four seconds, an image of himself or herself. The ad must simultaneously provide a clearly readable printed statement identifying the candidate and stating that the candidate approved the ad and that his or her authorized committee paid for its broadcast. Pombo's image appears at the beginning of the ad, which does not include a printed statement that Pombo approved the ad.

"Richard Pombo believes he is above the law," said McNerney press secretary Yoni Cohen. "Pombo billed taxpayers for his family's vacation and performed legislative favors for Jack Abramoff in return for campaign contributions. Pombo gets the big things wrong. Is it any surprise he can't get the little things right?"

"Citing recently released emails highlighting Julie Doolittle's interest in working for Jack Abramoff and Rep. Bob Ney's guilty plea on corruption charges, Jerry McNerney today called on Richard Pombo to make public all correspondence with Jack Abramoff. According to Marianas Variety News, Micronesia's leading newspaper, the Department of Justice has subpoenaed Pombo's email related to his relationship with Abramoff and the Northern Mariana Islands. Reviews of Abramoff emails to Pombo have identified at least five instances in which Abramoff provided Pombo staffers with complimentary tickets to the circus, a National Hockey League game, and several World Wrestling Federation events.

Abramoff and his clients also contributed more than $43,000 to Pombo in return for legislative action. In 2004, for example, Pombo ushered a bill through the Committee on Resources that helped an Abramoff client, the Mashpee Wampanoag Indians tribe, gain federal recognition and special benefits. On the same day Abramoff donated $5,000 to Pombo's political action committee, Rich PAC, six tribe members did the same, contributing a total of $12,000. To date, the tribe has contributed at least $20,000 to Pombo – none of which Pombo has returned or donated to charity.

Pombo Sells Out His Home Town of Tracy To Big Money Developers

Pombo took 50K from Developers and related interests for his reelection campaign according to just his latest FEC filing. Now he's returning the favor in his home town of Tracy by teaming up with the same developers to maintain the developer-driven status quo. Pombo is spending 25K to help Developers defeat a controlled-growth activist running for Mayor.

Tracy has become famous for out of control growth and massive traffic problems, in large part due to the developers, the Tracy City Council (to which Pombo once served), the town's Mayor and it's Congressman Richard Pombo.

The Pombo family also stands to gain from development and Pombo going to bat for Developers is only going to bring in more special interest money to his reelection campaign.

To Richard Pombo it's just another investment.

""A record $70,000 is flowing into the race that will determine Tracy's first new mayor in more than a decade, but it's not the mayoral candidates who are collecting or spending the cash.

Rep. Richard Pombo's political action committee; Manteca developer AKF Development; and PAQ Inc., the company that runs Food 4 Less in Northern California, have contributed at least $20,000 each to a political action committee opposing candidate Celeste Garamendi, who is running against Vice Mayor Brent Ives.

"In August and September, the National Republican Campaign Committee spent half a million dollars attacking Jerry McNerney. Richard Pombo added hundreds of thousands more in negative advertising. But it was McNerney, not Pombo, whose odds improved. In early October, all four of the nation's most respected nonpartisan political analysts, Charlie Cook, Chuck Todd, Stuart Rothenberg, and Larry Sabato, upgraded the likelihood of a McNerney victory. Public polls confirm the incumbent Republican is vulnerable, showing Pombo with high unfavorable and low reelect numbers. According to polls, McNerney has despite Republican spending caught Pombo and the two are now in a statistical dead heat.

On Sunday, McNerney filed a fundraising report with the Federal Elections Commission that demonstrated his continued strength as a fundraiser, bringing in more than $712,200 in the third quarter – a Democratic record for the district – without the help of a sitting President. At the end of September, McNerney had raised more than $1.16 million overall and had nearly $334,000 cash on hand. In the two weeks since, the campaign has brought in an additional $250,000, raising its sum total to more than $1.41 million.

"Tucked into a massive energy bill that would open the outer continental shelf to oil drilling are provisions that would slash future royalties owed to the federal government by companies prospecting in Rocky Mountain oil shale deposits.

Sponsored by Rep. Richard W. Pombo (R-Tracy) and passed by the House earlier this year, the bill would amend an existing requirement that the federal government receive a "fair return" from oil companies that hold oil shale leases on public lands. Instead, Pombo's bill, modeled after a Canadian law, would reduce royalties from the customary 12.5% of annual revenue to 1%.

Further, the bill could cut the reduced rate by as much as 80% if the price of oil fell. Over many years of oil production, the royalty discounts could amount to tens of billions in lost federal receipts, said James T. Bartis, an analyst at the Rand Corp. who wrote a widely used study of the economic prospects of the developing oil shale industry. The provision would benefit the energy industry, which is a heavy contributor to Pombo's reelection campaign.

Back on September 6th, Richard Pombo blogged at The Hill Blog that "We Have a Choice on Energy Independence."

Pombo Wrote:

"For far too long, Americans have been shackled to our dependence on foreign energy. This dependence has tethered our security to distant and unstable lands, like the Middle East. And, with every tug and pull at these chains of dependence from rogue nations and brazen terrorists, the effects are felt at gas stations in every hometown across America - and in every American's wallet."

Ok, so I agree with the Congressman so far. Let's see where he goes with this...

"But, we have a choice. Every link in this chain of dependence can be broken by developing America's known sources of energy - a critical first step in achieving long-term energy independence. Unfortunately, our dependence on foreign energy was chosen for us by liberal special interests who have said "No!" to a comprehensive domestic energy policy for more than 30 years. This so-called energy policy empowered other nations to fetter us to unpredictable foreign energy markets. As a result, America is less secure. Over the past year, gas prices have ballooned, and Americans have finally mustered up the strength to diversify their energy policy, and break out of the shackles of foreign energy dependence.

The recent oil find in the deep waters of the Gulf of Mexico exemplifies our country's immense domestic energy potential. One of the largest oil fields in American history may lie under the ocean. But we'll never know for sure unless these areas are explored."

Ooooooh. Now it makes sense.

The choice Pombo has proposed for "Energy Independence" (or more Energy Dependence) is more Oil Drilling.

This shouldn't be surprising coming from someone who's Funded By Big Oil and who's worked diligently to subsidize and to protect big oil's record profits. Richard Pombo and Big Oil both benefit from record oil company profits and record high gas prices at the pump.

Pombo was right about having a choice though.

The choice is between a corrupt Congressman who is funded by big oil and an Honest Renewable Energy Expert who actually has a plan to reduce our nations dangerous dependence on foreign oil.

When you go to the polls just "remember - an America independent of foreign energy is an America that is secure for every current and future citizen of this nation" as Pombo stated.

Then just think about the hundreds of thousands of dollars in campaign contributions Richard Pombo has taken from just Big Oil and ask yourself who's interests he represents.

Doolittle and Pombo rose to leadership positions under DeLay and have been enmeshed in the web of corporate lobbyist ties that he established.

Five years ago, Doolittle and Pombo interfered with an investigation by the Federal Deposit Insurance Corp. into a failed savings and loan owned by Texas businessman Charles Hurwitz, a major GOP donor. In what an FDIC spokesman called ``a seamy abuse of the legislative process,'' Doolittle and Pombo introduced sensitive documents into the Congressional Record to damage the government's case.

In a practice that Congress should ban, Pombo encourages industries that lobby his committee to pay staff junkets to places like Atlantic City. Those expenses totaled $197,000 between 2003 and 2005. More than 40 businesses and trade groups hosted a grand ``Pombo Palooza'' at the 2004 national GOP Convention." (source)

"Both Doolittle and Pombo also put relatives on campaign payrolls -- a practice that, while not illegal, should be discouraged. Pombo's brother Randall, his campaign's treasurer, has received an average of $43,000 a year since 1992. "During his 14 years in the House of Representatives, Richard Pombo ... has earned other types of support — significant contributions from development interests, Indian gaming tribes, oil companies, foreign mining concerns and some of the most corrupt people in Washington, D.C. Their support has cost him ours. We can no longer embrace a politician who appears to put special interests ahead of the interests of his district. It's also troubling that one watchdog group listed Pombo among Washington's 20 most corrupt representatives.

Instead, The Bee endorses Democrat Jerry McNerney of Pleasanton. He is a political neophyte, a Ph.D. engineer who attended West Point, once worked at Sandia National Laboratories and now owns a windpower company. He wants to develop alternative energy to create power and jobs. Wonkish and facing a charisma deficit, he has so far eschewed big corporate contributions — meaning he will be thoroughly outspent.

This, like any election with an incumbent, is a referendum. While Pombo has been effective in a few high-profile issues — such as helping to broker a settlement on re-watering the San Joaquin River — he has worked even harder for a host of special interests. He is at the diseased heart of the quid-pro-quo process that defines Washington politics today. To send him back to the Capitol endorses a system we can no longer tolerate." (More-At-Source)

Record: "It's well-known that President Bush's appearance in Stockton last week helped Rep. Richard Pombo, R-Tracy, raise $400,000 for his re-election bid.

However, taxpayers also helped make the campaign stop possible.

That's because public funds were used to pay for some of the resources devoted to the highly orchestrated presidential visit, whether it was police on overtime designated for the president's visit or the school buses used as traffic barricades.

Take the Stockton Police Department, for instance. About 250 members of the force, from officers to supervisors to parking enforcement personnel, helped coordinate security for the president's motorcade, his speech at the Stockton Memorial Civic Auditorium and his stay at the Radisson Hotel. Over two days, police employees logged 900 hours of overtime at an estimated cost of $54,000, according to city and police officials.

What's less clear is whether tax dollars helped fuel Air Force One or clear out the top floor of the Radisson for Bush and his entourage..." (source)
